Os municípios do Brasil alcançaram, em média, um índice de desenvolvimento humano municipal (IDHM) alto, graças a avanços em educação, renda e expectativa de vida nos últimos vinte anos.

O que mais contribuiu para esse índice foi o aumento na longevidade, que subiu de 64,7 anos para 73,9 anos. Também houve aumento de 14,2% ou (R$ 346,31) na renda nesse período.

Os maiores desafios concentram-se na educação, o terceiro componente do IDHM. Apesar de ter crescido de 0,279 para 0,637 em vinte anos, o IDHM específico de educação é o mais distante da meta ideal, de 1. Em 2010, pouco mais da metade dos brasileiros com dezoito anos de idade ou mais havia concluído o ensino fundamental; e só 57,2% dos jovens entre quinze e dezessete anos de idade tinham o ensino fundamental completo. O ministro da Educação admitiu um “imenso desafio” na área, mas destacou que a educação é o componente que, tendo partido de um patamar mais baixo, registrou os maiores avanços, graças ao aumento no fluxo de alunos matriculados nas escolas.
