The lack of a clear and continuous policy of public transport has led to an expensive and low quality service. Buses in insufficient number carry out long journeys, which implies overcrowding and great waiting at the stopping points. In addition, there was no investment in rail transport, while the subway was built late. There are few Brazilian capitals that have subway lines. As a result we had an explosion in the use of automobiles, which affected the quality of life in the metropolises. In addition to increased pollution, this factor has impacted the time spent on traffic and the number of accidents. Experts point out, among others, suggestions to improve traffic:

I. Urban toll: collection of a tax on the cars circulating in the central regions of the city, a measure already adopted in London (United Kingdom) and Stockholm (Sweden). The proposal was presented in 2010 in the City Hall of São Paulo, but ended up being filed;

II. Solidarity carpool: shared use of a car by two or more people making a common route. Companies give benefits (as a parking space) to users, and some city halls, such as São Bernardo do Campo and Sorocaba (SP), already have programs of the type for their employees;

III. Reorganization of space: urban planning that brings people closer to their places of work, study and leisure in order to reduce the need for large displacements. It includes the concept of compact city, which concentrates housing, commerce and services in the same area;

IV. Expansion of vehicle rotation: increased restriction of the movement of cars in certain places, days and times, according to vehicle license plates. The measure was adopted in Sao Paulo in 1997. But, according to experts, its effects on the reduction of traffic would already be zero today;

V. Traffic restriction and parking: Certain vehicles, such as trucks, can not travel on certain roads at specific times. Cars have fewer places to stop on public roads, and parking fees are more expensive.
