The bill currently underway in the House and Senate proposes to repeal the Disarmament Statute, replacing it with a new one, which, if approved unchanged, will bring about major changes in arms control. Some of the key changes envisaged are:
I. Ordinary citizens who prove their need for size, through the presentation of certificates attesting to their psychological capacity, good criminal record and ability to deal with weapons.
II. The license for postage will become final, and for any citizen with a minimum age of 21 years (today that age is 25 years);
III. Any citizen can legally have a weapon, simply by meeting some basic requirements, such as having a job, fixed residence and a certificate of technical ability. Weapons are released even for those convicted in court for a crime, as long as the crime is not willful.
