The intrinsic connection between research, innovation and growth

Since the last spending review, the Government has put nearly half a billion pounds of new capital into science and technology, into initiatives such as: the Institute of Animal Health; high-powered computing and e-infrastructure; and the commercialization of graphene. It has been hugely supportive of science and research but, of course, against the background of a very difficult economic and fiscal position.

How has that investment been justified? Well, the UK has to take account of what is happening in the rest of the world. There is a great deal in the news about the economies of China and India, but less of Russia, Mexico, Indonesia and others which are also expanding. There has been an acceptance on the part of Treasury that even in the current economic circumstances it is vitally important to invest in science and technology.

We are not alone: in the USA President Obama has singled out research and innovation as key areas in which to invest. On the other side of the world, China is making huge investments in this area. Underlying these decisions is a substantial evidence base relating economic growth to investment in R&D and innovation.

R&D is an important part of the wider story. Looking at global investment, this is increasing at a rapid rate in China and the USA but not so fast in the UK (…). So, is this a disaster? Well, even if in recent years this country has not kept pace with others, one proxy for output (citations or the most cited citations) per pound invested, shows that the UK has been remarkably productive. A priority now is to sustain that in the face of the financial investment being made elsewhere.

Innovation

Now while science and research are concerned with a great deal more than short term, economic growth, for Government the economy – including growth and jobs – is a primary focus. Innovation is a key driver of our policies. When enterprises are engaged in any one of the following they are described as ‘innovation active’:

• introducing a new or significantly improved product (good or service) or process;

• investing or engaging in:

– internal R&D, training, design

– acquisition of capital goods for the purpose of making new products or improving processes

– acquisition of external knowledge;

• engaging in development projects that have neither been completed nor abandoned.

Innovation does not always occur in high-tech areas – there is a great deal in engineering-based manufacturing, but also in retail and distribution as well as construction (…). Engagement is not purely concerned with research: there is a whole host of ways in which business engages with academia and it may be through meetings, joint research or consultancy. Indeed, there is a whole ‘ecosystem’ of inter-relationships between universities, businesses and those who fund research (the Research Councils, Technology Strategy Board, etc). (...)

Why is science and technology essential for sustainable development?

Sustainable development is probably the most daunting challenge that humanity has ever faced, and achieving it requires that the fundamental issues be addressed immediately at local, regional and global levels. At all scales, the role of science and technology is crucial; scientific knowledge and appropriate technologies are central to resolving the economic, social and environmental problems that make current development paths unsustainable. Bridging the development gap between the North and the South, and alleviating poverty to provide a more equitable and sustainable future for all, requires novel integrated approaches that fully incorporate existing and new scientific knowledge. The Scientific and Technological (S&T) community can make a leading contribution to tackling major problems identified in Sections III and V of the Millennium Declaration - "Freedom from want" and "Sustaining our future". These issues include: i) fighting against disease; ii) population growth and urbanization; iii) the digital/information divide; iv) coping with climate change; v) confronting the water crisis; vi) defending the soil; vii) preserving forests, fisheries and biodiversity and viii) building a new ethic of global stewardship. Whatever the cultural, geographical, socio-economic and environmental setting, a strong partnership between the S&T community and other members of civil society, the private sector and governments is a fundamental prerequisite for sustainable development.

A democracia e suas brechas

“É a pior forma de governo, salvo todas as demais.” Quem ofereceu este diagnóstico sobre o sistema democrático foi um campeão no combate contra o nazifascismo, a mais infame tirania dos últimos 500 anos: Winston Churchill, em 11 de novembro de 1947, há quase 66 anos.

Os seis ministros do Tribunal Superior Eleitoral que vetaram ^A) a criação de mais um partido, a Rede Sustentabilidade ^A), cumpriram estritamente o ritual da legalidade: a ex-ministra e ex-senadora Marina Silva não conseguiu o número mínimo de assinaturas exigido pelos estatutos eleitorais. Faltaram 50 mil. A letra da lei não pode ser desrespeitada, esta é uma cláusula pétrea do Estado de Direito.

Os radicais do Partido Republicano que controlam a Câmara dos Deputados dos EUA têm ^E) o direito de impedir ^E) o aumento do teto da dívida pública, de exigir ^E) a revogação do plano de saúde do presidente Obama, de levar o país ^E) ao calote e a uma recessão ainda maior do que a de 2008. Foram eleitos num pleito livre, controlam uma das câmaras legislativas e o equilíbrio entre os poderes é um dos pilares do sistema representativo.

E, no entanto, esses dramáticos episódios exibem ^C) de forma clara e perturbadora ^C) as penosas contradições da democracia quando a obediência às leis nas instâncias máximas passa ao largo das ilegalidades e aberrações instaladas em sua base.

O símbolo da justiça deveria mudar, mais apropriado substituí-lo pela jarra de água para lavar as mãos. Os meritíssimos do TSE alegam que não cabe a eles verificar ^B) a validade das assinaturas, o questionamento dos cartórios eleitorais ^B) deve ser feito de baixo para cima – pelos líderes da agremiação que pretendem fundar ou pelos eleitores cujas assinaturas foram embargadas. Correto: porém o mesmo sistema cartorial e a máquina burocrática onde se aninha acabam de aprovar, sem restrições, em uma incrível coincidência, a criação de dois novos partidos, o PROS e o Solidariedade, um deles ostensivamente pró-governo, o outro intransigentemente solidário com o poder.

Uma minoria fanática, irresponsável, pode levar ^D) uma poderosa democracia como a americana à beira do abismo ^D). Os radicais do Tea Party abominam o Estado, endeusam o mercado, acreditam que só ele é capaz de reparar injustiças. A maioria dos despossuídos e remediados sabe que não é verdade, sujeitam-se. A chantagem que a direita está fazendo com o presidente Obama ao exigir que abra mão da implantação do seu plano de saúde em troca da ampliação do teto da dívida é uma das maiores imoralidades que a democracia já ofereceu.

André Malraux, brilhante intelectual, combatente antifascista em diversas frentes e ministro da Cultura da França, na mesma época também se debruçou sobre os sistemas políticos: “Vi as democracias intervirem contra quase tudo. Menos contra os fascismos”. Ele sabia o que dizia: viu o fascismo triunfar na Espanha e entregar a França ao facínora Hitler.

A derrota de Marina Silva e de seus "sonháticos" frente aos pragmáticos não é propriamente ideológica. Candidata à Presidência da República pela Rede, a ambientalista evangélica – tão intransigente em matéria de ética e coerência que não consegue adaptar-se ao jogo político – teria condições de enfrentar a herdeira do imbatível Lula da Silva.

A democracia dará a última palavra. Se não agora, para 2014, certamente em 2018. Churchill e Malraux, nos seus respectivos ceticismos, não levaram em conta a inexorabilidade do calendário eleitoral.
