Brazil, or the Federative Republic of Brazil, is the largest country in South America in area and population, with about 200 million people. Over the last decade it has also become one of the world’s fastest-growing economic powerhouses.
But the boom appears to have fizzled, at least for now. The country’s economy sputtered in the third quarter of 2011, officials said in early December, ending a long stretch of growth and pointing to some of the headwinds now facing Brazil and big economies in Asia, notably India and China.
A decline in consumer spending contributed to the slight contraction. Brazil still boasts indicators that suggest the economy is far from a crisis. Unemployment fell in October 2011 to 5.8 percent, a historic low, from 6 percent the previous month. The country also maintains $352 billion in foreign currency reserves, compared with just $54 billion at the end of 2005.
Brazil’s success over the last decade has been the result of a lucky confluence of global economic trends, with countries like China hungry for its commodities that include iron ore and soybeans, not to mention the oil recently found in abundance offshore. A surge in deal-making and the resilience of Brazil’s currency, the real, has attracted foreign investment bankers, hedge fund managers and venture capitalists. Well-educated Brazilians are returning from abroad. Compensation in some executive suites now rivals the pay on Wall Street.

Racismo, não.
Celebramos há pouco (21 de março) o Dia Internacional para Eliminação da Discriminação Racial. A data foi instituída pela ONU, para expressar a repulsa universal ao massacre ocorrido em Johanesburgo, na África do Sul, em 21 de março de 1960. Vinte mil negros protestavam pacificamente contra a lei do passe, que restringia os locais onde podiam circular. O Exército atirou contra a multidão, matando sessenta e nove pessoas e ferindo cento e oitenta e seis.
No Brasil, o racismo foi rechaçado de forma intransigente. Nossa Constituição repudia essa prática abjeta. Também não se tolera o racismo camuflado, aquele que existe na prática mas tem vergonha de apresentar-se com este nome. A discriminação racial não humilha apenas aqueles que são discriminados. Todos somos vilipendiados, não importando nossa raça, quando alguém sofre discriminação.
Votada pelo Congresso, foi promulgada pelo Presidente da República, em 13 de maio de 1997, a Lei n° 9.459. Definiu os “crimes de racismo” e estabeleceu penas para os mesmos. Não bastava que a Constituição tivesse condenado o racismo, embora isso fosse importante. Para que houvesse processo e punição contra os autores de crimes de racismo, era preciso uma lei que definisse tais crimes, em suas diversas modalidades, e que estabelecesse a respectiva pena para cada crime definido. Assim, por exemplo, injuriar alguém recorrendo a elementos referentes à raça, cor, etnia ou origem passou a ser crime mais grave que a injúria comum.
Outro avanço significativo foi a sanção e promulgação, pelo Presidente da República, do Estatuto da Igualdade Racial, em 20 de julho de 2010. O Estatuto prevê a criação de programas e medidas específicas para reduzir a desigualdade racial no país. Obriga as escolas a inserirem no currículo o ensino da história da África e da população negra no Brasil. O Estatuto definiu como crime a conduta de dificultar, por preconceito, a promoção funcional de pessoas negras no setor público ou privado. Para esse crime foi cominada pena de até cinco anos de reclusão.
Dois presidentes da República, de dois partidos competidores, promulgaram, num lapso de 13 anos (1997 e 2010), duas leis que se completam e guardam absoluta sintonia. Certos princípios suplantam os autores políticos que se encontravam em cena quando o princípio foi consagrado. O eventual titular do Poder passa porque o Poder é, por natureza, passageiro. O princípio, a ideia, a causa permanecem porque a História se constrói através de gerações.
