Brazil has made significant progress in facing problems that are a legacy of the past. Macroeconomic stabilization has been reinforced since the devaluation of the Real in 1999 and, for the first time in a decade, the economy was able to benefit from an export-led recovery. In 2000, this recovery became more broad-based, which has induced a significant increase in tax revenues and softened the impact of fiscal adjustment. On Thursday, November 15th, the U.S. Senate finally acted to extend the moratorium safeguarding against discretionary taxation of the Internet and Internet access for two years.
The Senate had failed to act in October, allowing the moratorium to expire. This was not as a result of the very serious anthrax scare, but as a result of 18-month long foot-dragging of three Senators. These senators chose to ignore Americans, who according to a recent Zogby poll, oppose Congressional consideration of a law which would force Internet merchants to begin collecting sales tax by 66%.
After much pressure, they finally listened and voted to extend the measure. President Bush signed the bill on November 28, 2001.
While it is certainly not the outcome that we desired, it nonetheless prevents the 7,600 taxing bodies across America from imposing taxes on the Internet for a period of two years.

El ministro brasileño de Desarrollo, Sergio Amaral, se había mostrado favorable a condonar las multas a las automotrices de su país porque el año pasado compraron de la Argentina un 37% más de lo que importaron. Pero en la cumbre no hubo ninguna condonación. Fuentes del Palacio San Martín confían en que Brasil jamás castigará a empresas de su país, pero la indefinición sobre las penalizaciones le sirve para amedrentar mientras tanto compras en exceso a la Argentina.
